Assumption:
Running VS 2015 Update 3
Latest Emulator Version 3.x
Bot Template Installed
If you see an error like below
No connection could be made because the target machine actively refused it 127.0.0.1:3979 or 2978
The issue is that the firewall is blocking the call.
Solution : In the windows local firewall allow the emulator.
